In theory, both of these open-world role-playing games let you begin again with something carried over. Yet that is roughly where the similarity ends. Starfield New Game Plus is the ending itself, so it arrives whether you planned for it or not. The Witcher 3, by contrast, offers the same idea as an optional extra you pick from a finished save.
In practice, one of them respects the loot you gathered. The other simply takes almost all of it.
What Starfield New Game Plus actually confiscates
Finish the final main quest and the transition happens immediately. However, you do keep your character level, your skills and ranks, any unused skill points and your unlocked powers. So everything you learned survives intact.
Everything you owned, though, does not. First, outposts vanish. Then armour, weapons and every resource in your inventory go with them. Meanwhile faction standing resets to zero, your crew disperses, and every ship in your fleet disappears.
Companions reset too, and that stings rather more than the gear does. Maxing a relationship to marriage takes roughly 40 hours, so the transition erases weeks of quiet effort as well.

The Witcher 3 lets you keep your things
CD Projekt shipped its version as the last free piece of downloadable content, and the tone could hardly be more different. Instead of ambushing you, it waits. So you choose it deliberately, from a save that has already finished the story.
Meanwhile Geralt keeps his crowns, his abilities and most of his gear, including whatever sat in the stash. Alchemy and crafting recipes travel with him, and so do the mutations from Blood and Wine. Finish below level 30 and the game politely bumps you up to 30 instead.

There is a quiet catch as well. Fresh loot arrives at much higher levels, and witcher gear sits 53 levels above its original requirement. As a result, those treasured swords become museum pieces quickly.
Which approach respects your time
Ultimately The Witcher 3 treats a finished playthrough as something to reward. Bethesda instead uses one as a narrative device, which is defensible, because slipping between universes is the story it wants to tell.
Still, the practical advice differs sharply. In The Witcher 3, for example, you can walk in blind and lose very little. In Bethesda’s game you should clear every faction questline first, because Starfield New Game Plus closes those doors behind you.
